Segment authoring

Author tenant-defined canonical segments on the fly. Predicates use the same JSON-tree language as the canonical-segments catalog (eq / in / gte / lt / between + and / or / not). Every edit is monotonically versioned per (tenant, name) so historical analyses stay reproducible.
